Finallly i found the way to Jailbreak iPhone and iPod Touch With 3.1.3 Firmware Using blackra1n RC3 for Windows. you just have to follow the following steps
# Download blackra1n RC3 for Mac
# Open the blckra1n app and click on “make it ra1n”.
# Blackra1n will place the device into Recovery Mode and then will jailbreak the iPhone or iPod Touch.
# Once your iPhone/iPod Touch is jailbroken, it will be rebooted automatically.
# Once the device is rebooted ensure that you have an active internet connection and head over to last page of springboard and open the blackra1n app.
# Run “blackra1n” app and select the packages like “Cydia” to install on your device.
# Once you reboot your iPhone/iPod Touch you will have it jailbroken.
